In LCS in certain areas, the emulation probably or the game itself is causing fps drop, next to Sal's house, Red Light District near pay'n'spray and of course in some missions becuase of the details PCSX2 can't emulate properly instead of having a GTX 750, 8GB of RAM, and i5 4660 series with 3.6 Ghz !
Liberty City Stories is the first time that competitive multiplayer is available in a GTA game since the PC version of GTA2. There is no multiplayer in the PS2 version. The PSP version is limited to only AD-HOC mode.
It doesn't matter what Port it is, digitally or through a Disc. They all suck. If anything, PSP is the better of them all, but even that has its issues. Watching people's Videos on Youtube who play on PSP, I can see a Mission taking like 45 Seconds to load and when you cross Islands, it's much longer on PSP, as well. Unlike the isometric GTA Advance (the portable GTA that had released prior), Liberty City Stories took advantage of the PSP's ability to handle a 3D experience, and it was ported to the PS2 soon after. Vice City Stories is set before Vice City, and the game's 1984 setting offered players more '80s nostalgia. It, too, was ported to the PS2 These are the PC specifications advised by developers to run Grand Theft Auto IV: Episodes From Liberty City at minimal and recommended settings. Although these requirements are usually approximate, they can still be used to determine the indicative hardware tier needed to play the game.
Anyway I think the reason why these games never made their way up to the PC is pretty obvious : Sony ==> $$$ ===> R*. According to recent leaks, LCS will be released on Android and IOS. Not a big surprise, however there's no evidence the game (and VCS) will be released on PC, and I HIGHLY doubt it will ever happen.
